You can shorten the list to just one: end the Drug War. That is the root cause of practically everything. Yes, police commit 8% of US homicides, but blacks commit 50% (against other blacks). We had similar problems during Alcohol Prohibition, e.g. the highest murder and police line-of-duty death rates in US history. But the ethnic gangs were Italian, Irish, Polish, and Jewish — not WASP, but still white, so we didn’t allow the carnage to continue long. Today’s trafficking gangs come from brown-skinned ethnic groups, so the war against them goes on. Thus our men are drawn into gangs, go to prison, get killed, and are not there to raise their children. The “Land of the Free” has the world’s highest incarceration rate. Body cams and sensitivity training are bandaids, just a way to justify increased police budgets. Drain the swamp, same as we did in 1933.
