Some people play the blame game, which is famously responsible for poisoning relationships. Sufferers of TIV (tendency for interpersonal victimhood) play the blame game. I know two female TIV sufferers, both Russian, maybe coincidentally. Germans famously avoid admitting guilt, but the arguments always take the form of arguing over rules and who violated them.
Americans increasingly practice self-flagellation, e.g. over Vietnam and treatment of American Indians. Accepting blame is a luxury.
