I think we typically say "maternity hospital" rather than "birthing hospital". And you've got a "through" instead of "threw". This story strikes me as being plausible but not typical--not the best use of police manpower. But part of a return to Soviet times, when the ideology was imposed throughout all institutions, and you better watch yourself.
